Yes, the Scuba Safety Tube 72" does have an over-inflated vale. However, cannot be filled with your reg. Check out the Deluxe 72" Cordura Safety Tube (https://www.diversdirect.com/p/deluxe-72-inch-cordura-safety-tube) which has both.
